The achievement of national target on waste management has always come to terms with a waste planning declined at a regional level and with the difficulty in intervening – in a timely and effective manner – where delays encountered at the regional level risk jeopardizing the achievement of national targets. The national decree 116/2020, in addition to adopting recycling and reduction objectives of landfilling of municipal waste (to be achieved by 2035), introduced a new important tool: the National Waste Management Program (NWMP). Through the comparison between the main institutions involved in the definition and implementation of the NWMP, the environmental associations and the operators of waste management, the conference will try to analyze the potential of this tool. Methodological proposals will also be put forward to make the most of a fundamental opportunity to definitively overcome the structural criticalities that characterize the national waste management system, and promote the industrial development of the sector, only through which will be possible a transition to a circular and sustainable economy.
